Holme Valley Snooker League Rules 1. Title and Constitution. The title of the organization shall be ‘The Holme Valley Snooker League’, and such organisation shall consist of clubs within and the surrounding area of the Holme Valley and who are affiliated to the E.A.S.B. 2. Objects. The objects of the league are 3. Officers. A. Officers of the league shall consist of the following: - President, Secretary, Assistant Secretary, Treasurer and League Reporting Secretary. B. The President shall hold office until such time he relinquishes the title. Secretary, Assistant Secretary, Treasurer and League Reporting Secretary shall retire annually, but automatically be eligible for re-election. C. The league shall be controlled by a committee consisting of a Chairman, Secretary, Assistant Secretary, Treasurer, League Reporting Secretary, and one representative from each affiliated club. The Chairman for the ensuring 3 years to be elected at the annual meeting. 4. Annual Subscriptions. The annual subscriptions for (clubs in the league shall pay £26 per team (minimum 4 players) and is to be paid on or before the closing date for league registration at the beginning of the season. This entry includes the team Knockout Entry) 5. Accounts The financial year of the League shall close on the 1st May in each year, and an annual statement of accounts shall be prepared by the Treasurer, and duly audited by two auditors as soon as possible thereafter. 6. Annual General Meeting. An Annual General Meeting of the League shall be held for the purpose of receiving the annual reports and statement of accounts. Electing the officers for ensuing year, and transacting such other business as the meeting may subject to the provision of the rules, decide to transact. The secretary shall give at least 7 days notice of every General meeting to each affiliated club and officials, and such notice shall indicate the nature of any business not of a routine character proposed to be transacted. All affiliated clubs shall be entitled to send one representative to the Annual General Meeting or Special General Meeting. 7. Meeting and Powers of Committee. The committee shall meet at least six times a year and at such other times as may be necessary. A list of dates of meetings will be sent to clubs at the start of the season. All teams competing in the league must send a representative to league meetings. If a team is not represented, then this team shall be deducted 1 point. Any Team missing a 2nd meeting will be deducted 2 points, 3 meetings – 3 points and so on. These attendants will be recorded in the minutes. 8. Emergency Committee. Shall consist of no less than 4 members, one of which must be the Secretary, Treasurer or Chairman. This committee can be called and have such powers as they may deem necessary. 9. Casual Vacancies. All casual vacancies occurring amongst the officers or other members of the committee may be filled by the committee at their discretion. 10. Disputes. Suspensions etc. The decision of the committee on interpretation of the rules of the game, of these rules, competition rules, and rules of affiliated organizations and all other matters referred to are brought to the notice of the committee shall be binding on all affiliated organizations and members thereof. 11. Alteration to Rules. No alteration or amendment of, or addition to, these rules shall be made except at the Annual General Meeting or at a Section General Meeting, called for the purpose, or unless supported by 2/3 of the members present. This also applies to rules of any league competition. In the case of alteration, amendment or additions, full particulars must be furnished to the secretary in writing, at least 14 days before the meeting. 12. Trophies. All clubs and individuals must return the trophies won the previous Season to the secretary not later than 7 days after being notified, and in a clean condition. 13. That in all competitions Super-Crystallite balls should be used, and in League matches the table should be match prepared. 14. That the committee shall have the power to deal with any matter not covered by these rules. LEAGUE RULES. 1. That this league be run under the existing rules of the E.A.S.B. Super crystallite balls 2 1/16” or 52.5mm only to be used. 2.That a copy of these league rules must be available for reference in the Snooker/Billiard room of all clubs competing in the league. That any club must produce on request by a competing player a copy of these rules, and failure to do so, will be reported to the secretary. 3. That any purpose alteration to these rules must be sent in writing to the League Secretary not later than 14 days previous to the Annual General Meeting. 4. That each team be allowed to register a minimum of 4 players. Additional players may be registered after closing date of league up to the mid point of the current season, but only at a league meeting and no registrations after this date will be accepted. 5. The annual subscription shall be £26 per team and is to be paid on or before the closing date. The league may be run in sections if necessary and constituted as the league committee may decide. 6. That all home players be responsible for the game financially and that all teams and players must abide by the league rules. 7. That any player registered in the league shall be allowed to compete for one team in a season. A player wishing to move to a different side can do so if they are yet to play for the side they are registered, if they have played any league matches they cannot play for a different team until the following season 8. That any team playing an unregistered player be fined 3 points and to forfeit the frame. 9. Team withdrawing or expelled:- The league reporting secretary will adjust groups tables as though that team never existed. 10. That any club owing fines or other debts to this or any other competition under the Holme Valley Ruling shall not be eligible to re-enter this league at the commencement of a new season unless full settlement has been made to the league by the 30th April of that season. 11. The handicap of all new players can be monitored and adjusted by the committee at any time in the season as per results of any matches he plays for 3 seasons (league, K.O., pairs and individual etc) New players to the Holme Valley League shall be handicapped by the committee on the knowledge of that players ability. 13. The Denny Plate to be given to the team with the best results in the last six league fixtures excluding the teams in the top 2 positions in the league championship. 14. That each team shall be composed of three players, single frames to be played, each player registered will be handicapped. One point will be awarded for each frame won. 15. All games where possible shall be played on Wednesday evenings commencing at 8.OOp.m. except when two matches have to be played on the same table on the same evening, when the starting times shall be 7.OOp.m. and 8.30p.m. 16. If one side is not represented at the starting time the side present can claim the first frame. If a side is still not present 15 - 30 minutes after starting time, the side present may claim the second and third frame respectively. Once a match has started and if at the end of a frame the next player is absent his side shall forfeit that frame and 15 minutes later the last frame. 27. If due to very bad weather conditions or working shift arrangements a side should not be able to field a side, this side must notify the side it is playing and the league secretary immediately and arrange a new fixture date within a calendar month. 18. The result of each match with the names of the players and the score of each frame must be entered on a result card provided and the home team is responsible for sending the result card to the reporting secretary to reach him not later than the following wednesday after the match. Any late result card will result in the home side being deducted 1 point. 19. All group and individual finals to be played on a neutral table with a neutral referee in charge. 21. Fines to be paid within 14 days or written notice failure to pay 50p per day until paid. 22. A player may only compete in a cup competition if that player has either a) played 6 league matches during the previous season or b) completes 2 matches of the current season before Team Knockout round 1. Failure to meet either of these criteria will result in disqualification from any competition entered. If the draw has been made then the opponent of a disqualified player will proceed to the next round, if a disqualified player has won a match that the defeated player is to be reinstated and to proceed to the next round.
